In the film, they appear in a solitary pan: Michael shows them to a delighted Princess Zamikoff and, then, wrinkling up his nose, emulates the one on the bottom far left (which appears at the end of the pan). The suggestion, I believe, is that he created them. Their relationship to the Master's paintings seems simple (high/low; old/young; serious/play) but is, I think, much more complicated upon further consideration-- both men are puppeteers. And both are puppets. More Michael to come here, but nothing else like this.

are they puppets, or effects?
Puppets. But also, effects, no?
"Puppets" is the non-cheeky answer.
